It was my great privilege and honor to have worked for Spencer in the U.S. Fish and Wildlife Service. He was my friend, mentor, and supervisor for some time and when he sought a role other than director of the organization shortly before he retired, I was named director and was the beneficiary of his counsel, support, and thoughtful advice as we worked to crystallize many of his ideas about the organization and how it could best contribute to the conservation of the Nation's valuable natural resources.
It is important to understand the great contribution Spencer and those of his era made to conservation and the protection of the environment. He was indeed a powerful force for the natural environment, and his support for the people of the USFWS is reflected in the remarkable progress the organization for which he cared so much has made and is making. My wife, Judy, and I extend our sorrow for your loss, but rejoice in his long life and our good fortune to have been a part of it.
